- . CM: Determination of "issue" is considerable more complicated
. than is the determination of "state" and these terms must
. be applied with care. Though exact definitions vary, one
. can say that "issue" refers to a consciously planned
. publishing unit whereas "state" is a term which applies to
. differences (often resulting from an error or attempt to
. correct the error) among printed sheets of a single
. impression or issue. Chapters 2 and 11 of
. Bowers' "Principles of Bibliographic Description" offer what is probably the most thorough treatment of the two concepts. McKerrow discusses them in less depth in chapter 3, part 2, of his "An Introduction to Bibliography". G. Thomas Tanselle provides particularly useful, concise definitions at the end of his article, "The Bibliographical Concepts of 'Issue' and 'State'", in "Papers of the Bibliographical Society of America" 69 (1975):17-66.
