1. Responsibilities of Committee Chairs and Members
The responsibilities of committee chairs and members of recurring ad hoc committees are the same as those of standing committees.

2. Conference Program Planning Committee
Charge: Responsible for putting on a general program meeting during the ALA Annual Conference.
Precedents: At the program meeting, the program proper is preceded by an RBMS business meeting consisting of a brief annual report by the chair of the section and by the presentation of the Katharine Keyes Leab and Daniel J. Leab American Book Prices Current Exhibition Award. The RBMS program presented during the ALA Annual Conference is directed to the library community at large, so it focuses on topics of general interest and importance.

Charge: Responsible for recruiting and nominating a slate of candidates for the elected offices of the section.
Comment: Article IX, Section 1, of the section bylaws provides for the Nominating Committee. The RBMS Executive Committee at the 1993 Annual Conference approved the RBMS Planning Committee recommendation that candidates for RBMS office be encouraged to submit a statement of concern for the ACRL ballot along lines suggested by the Nominating Committee. Per ACRL policy, writing of such a statement is optional for all candidates. The Nominating Committee for the 1994 elections prepared the following statement suggesting lines along which RBMS candidates may write statements of concern (this statement was approved by the Executive Committee on 7 February 1994):
Biographical information and optional statements of concern are used to make up the ACRL election ballots. We strongly encourage candidates for RBMS offices to submit statements of concern, limited to 150 words, along with the biographical information that is requested by ACRL. Candidates, in their statements of concern, should address issues that are of interest to RBMS membership in the context of duties they will be expected to perform, if elected, as spelled out in the RBMS Manual.
The Nominating Committee secures letters of acceptance from all candidates and forwards them to ACRL. Biographical information and statements of concern normally are due to the ACRL office by 15 September. Candidates have a final opportunity to submit corrections and additions prior to the mid-February deadline for printing of ballots.
Precedents: The past chair of the section traditionally serves as the chair of this committee.

4. Preconference Local Arrangements Committee
Charge: Responsible for the local arrangements of the annual RBMS Preconference.
Comment: See comments under Preconference Program Planning Committee.
Precedents: Membership is interlocking with the Preconference Program Planning Committee. The section chair/vice-chair serves as an ex officio member for the committee responsible for the preconference held during the year in which he/she serves as chair.

5. Preconference Program Planning Committee
Charge: Responsible for planning the program for the annual RBMS Preconference.
Comment: Guidance for planning and executing RBMS Preconferences is provided by the RBMS Preconference Planning Manual, which is maintained by the Conference Development Committee. [Source: Executive Committee minutes, June 1987]
Precedents: The preconference is usually scheduled before the ALA Annual Conference. A separate Preconference Local Arrangements Committee is appointed, with interlocking membership. The section chair/vice chair serves as an ex officio member for the committee responsible for the preconference held during the year in which he/she serves as chair.
